    Nigerian Navy Undertakes Minor Shake-Up, 24 Rear Admirals, Seven Commodores Redeployed

    In a strategic move, the Nigerian Navy implemented a minor shake-up, redeploying a total of 24 Rear Admirals and seven Commodores in a recent announcement. This reshuffling of appointments, revealed yesterday, marks the first collective redeployment orchestrated by Vice Admiral Emmanuel Ikechukwu Ogalla, Chief of Naval Staff, since his major appointments last June.

    Among the notable changes, Rear Admiral Olusanya Bankole, previously Chief of Communications and Information Technology at Naval Headquarters, has been redeployed to the Defence Headquarters as DHQ – D DEF Cooperative. Rear Admiral Ibrahim Dewu, former Chief of Defence Civil Military Cooperation at Defence Headquarters, is now the Chief of Naval Safety and Standards (NASS).

    Other significant redeployments include Rear Admiral Saheed Akinwade moving to Eastern Naval Command (ENC) as the Flag Officer Commanding (FOC), and Rear Admiral Istifanus Albara appointed FOC Naval Training Command (NAVTRAC).

    For Commodores, MY Abba has been moved from NHQ to DELTA as COMD, and Commodore Kolawale O. Oguntuga has shifted from NNS BEECROFT to NHQ as PSO to the Chief of Naval Staff, with Commodore RT Oladejo taking over command at NNS BEECROFT.

    The Supreme Court of Nigeria in a land mark judgment delivered in the case of NATIONAL INLAND WATERWAYS AUTHORITY & OTHERS VS LASWA, GOV. OF LAGOS STATE & ATTORN. GEN. OF LAGOS STATE with Suit No: SC.17/2018 on the 5th day of January 2024 by JOHN INYANG OKORO JSC leading other 4 Supreme Court Justices declared null and void Lagos State Waterways Authority Law, 2008.

    Since the Title of Oba Saheed Elegushi is based on the Title issued by the Lagos State Government, it follows also that the Monarch Title has also collapsed.

    The above statement is based on both Law and Facts, says Olajide Ajana, a Lagos based Legal Practitioner and Real Estate Advisor.

    “The Supreme Court Judgment delivered on 5th January 2024, led by Justice Okoro at page 37 stated; “I have read through both National Inland Waterways Authority Act 2004 and the Lagos State waterways authority law 2008. I have no doubt whatsoever that both statutes have identical provisions. 

    “Section 22 of the LASWA law defines under the control of the first respondent to include all waterways, Rivers, Creeks, lakes, tiled land and lagoons within the boundaries of Lagos State” Similar to definition of “Inland waterways” in Section 29 of national inland waterways authority act which includes all waterways. Rivers,Creeks, lakes, tiled land, lagoons below the water based line.

    “The Supreme Court further held : both enactment must not and cannot subsit side by side. The National Inland Waterways Authority Act being a Federal law must prevail whereas the identical law enacted by the Lagos State act of Assembly must be and is hereby declared null and void.

    “The consequese and implication of the above pronouncements by the Supreme Court which is the highest and final Court in Nigeria is that all persons including Kabiyesi Oba Saheed Elegushi who derived title from the Lagos State Government in respect of the Inland water ways are bound and affected by the Judgement of the Supreme Court with no exception.

    “Once the Title and the Claims of Lagos State has failed, the Title of Oba Saheed Elegushi and others to the area being sand filled at Orange Island axis of Lagos State has also failed, being derived from the Lagos State Government.

    “The press Statement recently issued by Oba Saheed Elegushi  to the effect that he is not a party to the case of NIWA VS LAGOS STATE GOVERNMENT and therefore attempting to trivialize impact of the judgement as circulating fake news is very unfortunate. 

    “The previous Press Statements issued with regard to the recent Supreme Court Decision to enlighten the general public and investors are based on Law and facts

    “The General public and investors should be properly guided and understand that the Supreme Court is the highest court in Nigeria and their decisions are final and cannot be appealed.  

    “Also when the root Title to a property is affected, it affects everyone claiming from the same root, which is the case with Oba Saheed Elegushi’s Title which was derived from Lagos State Government.”

    The Western Marine Command of the Nigeria Customs Service has demonstrated its unwavering commitment to combatting smuggling activities in the Western Waterways, intercepting and confiscating 51 sacks containing 4,070 parcels of Cannabis Sativa in the month of January.

    On Friday, January 19, 2024, at 12:06 PM, a Joint Patrol Team received credible intelligence about the movement of a wooden boat suspected of transporting illicit goods around the Moba Seashore axis. Following a hot pursuit, the smugglers abandoned the fully loaded boat in the creek, and it was towed back to the Command HQ at Ibafon Apapa. Subsequent examination revealed 4,070 parcels of Cannabis Sativa weighing 1,785 kg.

    The Customs Area Controller, Odaudu Salefu, commended the dedication of the officers involved in the operation and assured them of the necessary support and motivation to carry out their anti-smuggling duties effectively in 2024.

    In 2023, the Western Marine Command recorded five significant seizures of Cannabis Sativa, totaling 14,920 parcels of the prohibited substance. These seizures were part of the 48 incidents recorded by the Command in 2023, with a total Duty Paid Value of N1,470,397,255.00.

    The Western Marine Command is determined to surpass its achievements in 2023 and enhance its performance in 2024, contributing to a safer and more prosperous region.

The coordinated efforts of the naval patrol team, operating under the strategic leadership of Commodore Kolawole Olumide Oguntuga, Commander of Nigerian Navy Ship BEECROFT and Maritime Component Commander of Operation AWATSE, resulted in the successful prevention of what is believed to be an illegal smuggling operation.

    Commodore Oguntuga highlighted the alignment of this accomplishment with the strategic directives of Vice Admiral EI Ogalla, Chief of the Naval Staff.     Comptroller Dera Nnadi mni, the Area Controller of Tin-Can Island Port Command, announced this target during a press conference in Lagos on Tuesday. He highlighted that the command’s 2023 performance was commendable, achieving 89% of the set target. As a result of their hard work, the Customs Management has allocated a 27% share of the national target for Tin-Can Island Port Command in 2024.

    Nnadi outlined the breakdown of the new target, stating that it equates to a monthly goal of N94.23 billion, with a weekly target of N21.7 billion. This translates to a daily target of N4.23 billion, a formidable task that the Comptroller believes is achievable with the dedication of the officers and support from stakeholders.

    During the press conference, Nnadi declared 2024 as the “Year of Stakeholders,” urging them not to be intimidated by the ambitious revenue goal. He emphasized the importance of correct declarations and compliance, calling for collaboration with the national trade facilitation committee to conduct a time release study in Tin-Can during February.

    The comptroller outlined strategies to achieve the set target, including engagement with senior officers to cascade decisions to the entire command.     The Nigeria Customs Service, Ogun 1 Command, Idiroko, witnessed a jubilant atmosphere on 11th January 2024, as newly promoted officers were celebrated and adorned with their new ranks.

    The occasion, marked by camaraderie and festivity, saw colleagues, families, and friends coming together to honour the achievements of the promoted personnel.

    The Customs Area Controller, Comptroller Ahmadu Shuaibu, who was represented by the Deputy Comptroller Administration due to official engagements at the Service Headquarters Abuja, conveyed heartfelt congratulations to the promoted officers.

    He expressed gratitude to God for the grace on their promotions and commended the Comptroller General of Customs, Bashir Adeniyi MFR dsm fnipr psc(+), and the Customs Board for recognizing the officers’ merit.

    In his address, the representative of Comptroller Ahmadu Shuaibu emphasized the significance of the promotion, stating, “Your promotion is a privilege, many of you sat for the promotion examination but not all got promoted. You have to live up to expectations, to whom much is given much is expected.”

    The newly promoted Comptroller AA Abdulkadir and former Deputy Comptroller Valuation of the Command shared insights with the officers. They advised the promoted personnel to adopt a different approach to their roles, encompassing aspects such as dressing, communication, and overall performance. The officers were also urged to anticipate higher responsibilities and more significant tasks in their elevated roles.

    The decoration ceremony featured promotions for 4 Chief Superintendent of Customs (CSCs), 3 Superintendent of Customs (SCs), 7 Deputy Superintendent of Customs (DSCs), 3 Assistant Superintendent of Customs I (ASCs I), and 2 Assistant Superintendent of Customs II (ASCs II).

    The Ogun 1 Command is notably blessed with the promotion of 3 Comptrollers of Customs, including the Customs Area Controller, 9 Assistant Comptrollers, 16 Chiefs Superintendent, and various other deserving officers. Chief Superintendent of Customs Hammed Bukoye Oloyede, the Public Relations Officer for Ogun 1 Command, reported the celebratory event, reflecting the pride and optimism within the command regarding the future contributions of the newly promoted officers.
