Customs Supports Tinubu’s Food Security Strategy At Book Launch

The Nigeria Customs Service (NCS) has pledged its unwavering support for President Bola Tinubu’s food security initiative, focusing on streamlining processes to facilitate the swift importation of essential food items. This commitment was emphasized by the Comptroller-General of Customs (CGC), Adewale Adeniyi, during the launch of the book “Impactful Public Relations in Customs Management” on Tuesday, 13th August 2024, at the Nigeria Customs Service Headquarters in Abuja.

The book, authored by Image Merchants Promotion Limited, highlights the CGC’s progressive public relations strategies and coincided with the 2nd Economic Confidential Annual Lecture. During the event, CGC Adeniyi underscored the Customs Service’s dedication to addressing food security challenges through targeted measures aimed at intensifying agricultural production.

“In line with our earlier highlighted vast agricultural potential, the government is actively providing incentives to farmers to increase food production, among other measures,” Adeniyi stated. He also noted the government’s ambitious target to cultivate over 10 million hectares of land for food production, leveraging Nigeria’s abundant arable land, of which only 40% is currently cultivated.

In response to the immediate challenge of high food prices, Adeniyi revealed that the Federal Government has removed tariffs and other import duties on key staples such as rice, wheat, maize, and sorghum for six months. This move aims to reduce costs, lower consumer prices, and secure the nation’s food supply.

Adeniyi further highlighted the critical role of the Customs Service as the gatekeeper of Nigeria’s international trade, emphasizing the need to streamline processes to support agricultural production and ensure food security.

The event also featured remarks from Tope Fasua, Senior Special Assistant to President Bola Ahmed Tinubu on Economy, who represented Vice President Kashim Shettima. Fasua, who served as Chairman of the occasion, spoke on the theme “Leveraging Effective Communication for Revenue Generation and Economic Development.” He praised Image Merchants Promotion Limited for their consistency in research and investigative journalism, and commended the Nigeria Customs Service for its contributions to the economy through effective public relations management.

Yushau Shauib, Chief Executive Officer of Image Merchants Promotion Limited, expressed deep appreciation for CGC Adeniyi’s exceptional leadership and his commitment to transparent and effective public relations within the Customs Service. Shauib also explained that the book was published as a tribute to Adeniyi’s transformative leadership.

The book launch was attended by distinguished guests, including members of the NCS Management Team, public relations stakeholders, and industry experts who discussed the importance of effective communication in public service.

  • CISLAC Appreciate ICPC’s Investigation Into Alleged N90 Billion Hajj Subsidy Fraud

CISLAC Appreciate ICPC’s Investigation Into Alleged N90 Billion Hajj Subsidy Fraud

The Civil Society Legislative Advocacy Centre (CISLAC) has lauded the Independent Corrupt Practices and Other Related Offences Commission (ICPC) for launching an investigation into the National Hajj Commission of Nigeria (NAHCON) over allegations of misappropriating N90 billion in Hajj subsidies.

In a statement, CISLAC’s Executive Director, Comrade Auwal Musa Rafsanjani, expressed deep concern over the reported large-scale looting during the recent Hajj exercise. Despite significant payments and federal government subsidies, many pilgrims reportedly received inadequate services, prompting questions about the management of funds by NAHCON.

“We commend the ICPC’s efforts to expose this monumental fraud and urge them to ensure that corruption is rooted out of our public institutions,” Rafsanjani stated.

The investigation is particularly significant in light of Nigeria’s ongoing battle with corruption, as highlighted by the country’s low ranking of 150 out of 180 on the 2023 Corruption Perceptions Index (CPI) released by Transparency International. Rafsanjani, who also leads Transparency International Nigeria (TI-Nigeria), emphasized that persistent fraud and institutional failures have exacerbated Nigeria’s deepening poverty crisis, with over 133 million citizens living in multidimensional poverty according to the National Bureau of Statistics (NBS).

“The level of fraud and disregard for institutional integrity have plunged millions of Nigerians into abject poverty while a few individuals amass wealth at the expense of the general populace,” Rafsanjani said.

He condemned the actions of corrupt public officials, attributing the nation’s socio-economic challenges to their misdeeds and calling for a collective effort to restore trust, integrity, and dignity to Nigeria’s public institutions.

As the ICPC’s investigation progresses, CISLAC and other civil society organizations hope that this case will mark a significant step forward in Nigeria’s fight against corruption, ensuring accountability and justice for the millions of citizens affected by corrupt practices.

  • ECOWAS Zone E Reinforces Commitment to Maritime Security with Launch of Operation Safe Domain 3

ECOWAS Zone E Reinforces Commitment to Maritime Security with Launch of Operation Safe Domain 3

In a significant reaffirmation of its commitment to maritime security, the Economic Community of West African States (ECOWAS) has launched the third phase of Operation Safe Domain (OP SAFE DOMAIN III). Spearheaded by the Multinational Maritime Coordination Centre (MMCC) Zone E, the initiative underscores the collective resolve of ECOWAS member states to protect the Blue Economy of the region through enhanced maritime security collaboration.

Addressing the closing ceremony of the operation’s launch, Navy Commodore Aniedi A. Ibok, Director of MMCC Zone E, articulated the strategic importance of continuous maritime security operations in ensuring the safety and prosperity of West Africa’s maritime domain. He emphasized that the launch of OP SAFE DOMAIN III marks not the end, but the beginning of an ongoing mission to safeguard the region’s waters from illicit activities.

Commodore Ibok highlighted that, over the past five days, a coordinated deployment of four ships, one Defender Boat, and one helicopter conducted extensive maritime patrols and drills within Zone E. These operations were meticulously planned to enhance the interoperability and cooperation among the participating navies, targeting threats such as sea robbery, piracy, illegal fishing, and various forms of trafficking.

“These threats have significant implications for the economic stability and development of our Blue Economy,” Commodore Ibok stated. “They undermine the potential for economic growth and the livelihoods of our local communities. Our response through OP SAFE DOMAIN III reflects our unwavering commitment to neutralizing these threats and creating a secure maritime environment conducive to commerce and trade.”

The policy driving OP SAFE DOMAIN III is rooted in the ECOWAS Integrated Maritime Strategy (EIMS), which establishes a comprehensive framework for maritime security across the region. This operation, the largest and most coordinated in the series, represents a critical step in advancing the EIMS’s goals of pooling resources, promoting information exchange, and fostering cooperation among member states.

The success of this operation is attributed to the strong leadership within Zone E and the collaborative support from the Chiefs of Naval Staff across the participating nations. Commodore Ibok lauded their contributions, emphasizing that the coordinated efforts of ECOWAS member states have set a new benchmark in regional maritime security.

Benin Republic said he was satisfied with the operation as they had fulfilled the objectives, while Togo said the exercise was successful but that they need a harmonized communications plan.

As the operation transitions from its launch phase, Commodore Ibok reassured stakeholders that the assets deployed will continue to patrol their respective waters, ensuring sustained vigilance against non-state actors seeking to exploit the region’s maritime domain. He urged seafarers and legitimate businesses to continue their operations with confidence in the security measures in place.

Looking ahead, ECOWAS remains committed to further enhancing maritime security in the region. The next iteration, Operation Safe Domain IV, is slated for launch in March 2025, building on the successes of this current operation.

“The continued collaboration of our member states is essential to protecting our shared maritime heritage and ensuring the free flow of global trade,” Commodore Ibok concluded. “Our collective efforts today are paving the way for a safer, more secure maritime future in Zone E.”

This policy statement reaffirms ECOWAS’s dedication to maintaining and strengthening maritime security, integral to the economic well-being and stability of the West African region.

  • OPERATION SAFE DOMAIN III: Joint Exercise Successfully Concludes, Enhancing Maritime Security In West Africa

OPERATION SAFE DOMAIN III: Joint Exercise Successfully Concludes, Enhancing Maritime Security In West Africa

On August 9, 2024, the multinational maritime security initiative, Operation Safe Domain III, was successfully concluded. This joint operation, aimed at securing the maritime domain of Zone E member states, including Benin, Nigeria, Togo, and the Republic of Niger, was designed to combat maritime threats and ensure regional security. Capt. Idongesit Udoessien, Commanding Officer of DB ABUJA and Officer in Tactical Command (OTC) of the operation, provided a detailed debrief on the operation’s outcomes.

Operation Safe Domain III, the third iteration of joint maritime operations and patrols organized by the Multinational Maritime Coordination Centre (MMCC) Zone E, took place from August 5 to 9, 2024. The operation focused on exercising sea control and denying pirates and other maritime criminals freedom of action within the operational area, which covered approximately 105,746 square nautical miles. This area included the territorial waters, contiguous zones, and exclusive economic zones (EEZ) of the Zone E member states.

During the operation, multiple naval units from the participating nations conducted a series of maritime patrols, surveillance, reconnaissance, and boarding inspections. The DB ABUJA, NNS KANO, BNS ALIBORI, and TNS AGOU were among the vessels involved, supported by helicopters, UAVs, and special forces teams. The continuous maritime patrols ensured the monitoring and securing of the operational area, with each country’s contiguous zone divided into four patrol areas for independent patrols. These efforts were carried out throughout the operation by the task group (TG).

The operation also involved significant surveillance and reconnaissance activities. Surface vessels, helicopters, and UAVs were deployed to provide real-time intelligence and situational awareness, leading to the successful identification and tracking of vessels of interest (VOI). Five scenarios were conducted during the exercise, with comprehensive surveillance ensuring a clear operational picture at all times.

In addition, two major boarding operations were conducted to verify compliance with maritime regulations. In one instance, an anti-IUU fishing exercise in Nigerian waters involved the boarding of a fishing vessel by DB ABUJA’s visit, board, search, and seizure (VBSS) team. Another boarding operation in Benin waters focused on anti-drug, human smuggling, and stowaway scenarios. The operation also featured seven joint exercises to enhance interoperability and coordination among the allied naval forces, including communication drills, anti-piracy interdictions, search operations, and coordinated patrols.

Despite the operation’s overall success, Capt. Udoessien highlighted some challenges encountered, including initial communication issues with the operations center and disruptions due to technical problems with satellite links. However, these challenges were overcome through the use of alternative communication channels. Key lessons learned from Operation Safe Domain III included the importance of enhanced coordination, the integration of UAVs and helicopters for real-time intelligence, and the value of early planning and briefings. These factors contributed significantly to the operation’s success.

In his recommendations, Capt. Udoessien emphasized the need for continued investment in advanced surveillance technology, strengthening communication infrastructure, and maintaining regular joint exercises to further improve maritime security in the region. He also highlighted the importance of involving Maritime Operational Centers (MOCs) in the planning and execution of future operations.

In his concluding remarks, Capt. Udoessien expressed gratitude to the governments and leadership of the Zone E countries for their commitment to maritime security and praised the successful collaboration among the participating units. He noted that the operation had not only achieved its objectives but also demonstrated the region’s ability to synergize efforts to ensure maritime safety and security.

“Operation Safe Domain III was a huge success, and we have shown the world that we can work together at the sub-regional level to ensure a thriving blue economy for the Zone E nations,” Capt. Udoessien stated.

The morale of the participating personnel was reported to be high, with all specified tasks successfully completed. The operation highlighted the importance of continued collaboration and technological advancement in safeguarding the region’s maritime domain.

  • NN Rescues 59, Loses Officer In Daring Operation

NN Rescues 59, Loses Officer In Daring Operation

On July 30, 2024, the Nigerian Navy successfully rescued 59 crew members from a potentially disastrous situation near the Okpobo River entrance, but tragically lost one of their own in the process. The incident involved the MV AMBIKA 4, a dredging vessel working at Okpobo field under contract with Sterling Global Oil Limited, which found itself at risk of sinking in turbulent waters.

Responding swiftly to a distress call from the vessel, the Nigerian Navy’s Forward Operating Base (FOB) Bonny deployed a rescue team of 10 armed personnel in two Interceptor Boats. The team was led by Lieutenant Commander Gideon Yashim Gwaza, the Base Operations Officer. Despite the challenging conditions, with strong waves hampering initial rescue efforts, the team pressed on.

As the situation worsened, a reinforcement squadron of three additional boats was dispatched, and the Nigerian Navy escalated the rescue mission by deploying Nigerian Navy Ship GONGOLA, drones, and helicopters from both the Nigerian Navy and Nigerian Airforce. The coordinated efforts culminated in the successful rescue of all 59 crew members aboard the MV AMBIKA 4 after a grueling 10-hour operation that stretched from midnight on July 29 to 10:00 AM on July 30.

However, the mission came at a high cost. Lieutenant Commander Gwaza, a highly trained combat diver, tragically fell overboard during the operation and could not be saved. The Nigerian Navy mourns the loss of Lieutenant Commander Gwaza, whose bravery and dedication in the face of danger exemplify the risks taken by Navy personnel to safeguard Nigeria’s maritime domain.

In a statement, Commodore A. Adams-Aliu, the Navy’s Director of Information, expressed deep sorrow over the loss of Lieutenant Commander Gwaza, describing his death as a profound sacrifice made in the line of duty. His memory will be honored for his unwavering commitment to the safety and security of others.

The public is urged to remember the sacrifices made by the men and women of the Nigerian Navy, who continue to protect the nation’s waters under often perilous conditions.

  • The Role of Nigeria Customs Service In Efficient Cargo Evacuation From Seaports To The Hinterland

The Role of Nigeria Customs Service In Efficient Cargo Evacuation From Seaports To The Hinterland

The Nigeria Customs Service (NCS) is being praised for its critical role in the efficient evacuation of cargoes from seaports to the hinterland, a key process for reducing seaport congestion and boosting the overall efficiency of Nigeria’s logistics sector.

The Customs Area Controller of Tin Can Island Port, Dera A. Nnadi mni, recently highlighted the significant contributions of the NCS in a comprehensive academic analysis.

The NCS ensures that cargoes are not only cleared efficiently but also transported securely from the seaports to their destinations across the country. This is achieved through several initiatives, including the Fast Track and Authorized Economic Operators (AEO) programs, which have minimized delays and streamlined cargo movements. The introduction of the Pre-Arrival Assessment Report (PAAR) and the pre-release regime has further facilitated the timely release of goods for qualified traders, ensuring that cargoes reach the hinterland and inland countries promptly. Customs officers are responsible for escorting these cargoes to bonded terminals, maintaining the integrity of the supply chain and preventing incidents such as theft or tampering during transit.

Collaboration between the NCS and other stakeholders, such as bonded terminal operators, shipping companies, freight forwarders, logistics providers, and regulatory bodies like the Standards Organization of Nigeria (SON) and the National Agency for Food and Drug Administration and Control (NAFDAC), is essential for the smooth evacuation of cargoes. Each party plays a vital role in the process, from managing and storing cargo at the terminals to ensuring compliance with customs regulations and facilitating secure transit.

However, the report also identifies several challenges that hinder efficient cargo evacuation, including inadequate infrastructure, inefficient port operations, and limited hinterland connectivity, which contribute to port congestion. These issues not only raise operational costs but also threaten Nigeria’s trade competitiveness globally.

To address these challenges, the report suggests investing in port infrastructure, adopting modern cargo handling technologies, and streamlining customs procedures. Additionally, improving hinterland connectivity through enhanced road, rail, and inland waterway networks is recommended to speed up cargo movements from seaports.

The efficient evacuation of cargoes from Nigeria’s seaports to the hinterland is vital for the smooth functioning of the country’s trade logistics sector. The NCS, through its various roles and collaboration with other stakeholders, plays a central part in this process. By addressing the existing challenges and implementing the recommended improvements, Nigeria can significantly enhance its trade efficiency, reduce port congestion, and contribute to overall economic growth.

YAHAYA BELLO: Ex-Governor’s Media Office Exposes Alleged Plot To Frame Him As Security Threat

The media office of former Kogi State Governor Yahaya Bello has revealed an alleged scheme by certain individuals to frame him as a sponsor of the #EndBadGovernance protests. According to a statement issued by Ohiare Michael from the ex-governor’s media team, the plan is part of a broader effort to undermine Bello’s reputation and destabilize the nation.

The statement firmly rejected any claims that Bello is involved in activities aimed at disrupting national peace and stability. It criticized Nigerian journalist Jackson Ude for spreading what it described as false accusations, emphasizing that such claims are reckless and malicious.

The media office defended Bello’s record, highlighting his role in resolving conflicts and supporting national unity. It cited his successful mediation between Northern and Southern food transporters and his legal victory against the Naira Redesign Policy as examples of his commitment to the country. Additionally, the statement praised Bello’s efforts in mobilizing support for President Bola Ahmed Tinubu during the 2023 Presidential Poll.

Recent social media posts by Ude, which allege Bello’s involvement in a plot to instigate a military coup, were described as further attempts to create discord between Bello and President Tinubu. The media office accused Ude of being connected to criminal interests and operating a network of fake news purveyors.

The statement called for an investigation by the Police, Department of State Services, and other relevant agencies into Ude’s activities. It emphasized that the matter is of national security importance and urged the public to disregard Ude’s claims. The media office reiterated Bello’s dedication to supporting President Tinubu and contributing to Nigeria’s development.

The statement concluded by expressing confidence in the Nigerian security agencies to address the issue and urged the public to support the current administration’s efforts to restore national greatness.
